Previously AI point cost was computed from request (input) characters at
reservation time. Switch to reserving a single point up front and
settling the final cost from the generated output length on completion.
- Reserve 1 point (or FixedPoints) instead of pricing on request chars
- On completion, recompute points from output chars vs base chars,
update the reservation amounts, and post a ledger delta for the
top-up/refund; invalidate the workspace quota summary cache
- MarkCompleted now persists final request_chars/base_chars/points
- Use ceil division in calculateAIPointCost so an exact base boundary
charges one point instead of rolling over
- Thread output text through all CompleteAIPoints callers (article
selection, KOL assist, question expansion, template assist, compliance
judge) and return the settled reservation
- Add unit tests plus an integration test gated on TEST_DATABASE_URL
- Update the user manual: billing is by output characters

- Replace single Load() with a watching Store that re-reads config files
(and config.local.yaml) and fans out a ReloadEvent with a per-field diff
so consumers can decide whether the change is hot-applicable or requires
a process restart.
- Wrap llm, retrieval, vector store, and object storage clients in
Reloadable* shells so the bootstrap can swap their underlying impls when
config changes without re-instantiating handlers.
- Make jwt.Manager and ops TokenIssuer mutable under a lock so secrets and
TTLs can be rotated live; thread default plan code through a setter on
the ops AdminUserService.
- Wire ConfigStore through bootstrap and every cmd/main.go, scheduler /
worker / tenant-api / ops-api start the watcher; services and handlers
take a config.Provider so they always read current values for things
like generation.stream_enabled, scheduler dispatch, retrieval, etc.
- Switch shared/config decoding off viper to a Kratos-derived runtime
package so env placeholders (\${VAR:default}) resolve consistently and
the same source machinery powers both the loader and the watcher.

Adds an ai_point_usage_logs ledger and a reserve/refund/complete pipeline
that charges AI points for article selection optimize, template analyze
/title/outline, and KOL prompt generate/optimize. Pending reservations
are reconciled when the kol-assist worker and template-assist tasks
finish or fail, so points refund automatically on errors. Workspace now
exposes the AI quota status and a paginated usage ledger.

- Extract assist runtime (prompt building, response parsing, finalize)
from the worker into kol_assist_runtime so the sync streaming path
and the async task path share the same logic.
- Add POST /kol/manage/assist/stream as a Server-Sent Events endpoint
emitting start/delta/completed/error events, and wire it to a
streamAssist helper on kolManageApi that reports ApiClientError with
the server's error envelope.
- Stream generated content live in KolPromptEditor and KolGenerateView,
switching KolPromptEditArea to a boolean aiBusy flag and refining the
generator page layout.
- Add KolAssistStreamEvent to shared types.
